If you replace them before they’re worn out in search of different qualities, it’s a mod.

If you replace them because they’re metal on metal and about to start eating the caliper, it’s maintenance.

It only counts as a mod if you are going with something meaningfully better than OE. Larger rotors would count. Maybe drilled/slotted, if only for cosmetics.

But simply buying OE-spec low-dust pads would not count.

when I had the A llroad I wante d to get Porsche C ay e nne brakes rotors and calipers. It was a somewhat easy almost bolt-on swap. that dream was short lived.

Depends on what “new” means. When I upgraded my Mustang’s brakes to Cobra ones, m y new brakes were definitely a performance mod. But if “new” just means “fresh” or “unworn”, then no, that doesn’t count.

However, I have to concede that not all modifications are performance mods. So I like to use the word “tuning” instead when it comes to performance stuff, and leave “mod” loosely defined.

Putting on stiffer suspension or a poorly fitted bodykit or a shit spoiler. It’s not an upgrade . It may makes the car better in one way. It often makes it unbearable in others. The market reflects this.

“Upgrade” is sugar coating the money you wasted .
